There’s an email purporting to be from PayPal, claiming that your account has been limited due a problem. This is a phishing scam that tries to fool members in providing personal information in order to lift the limit of their PayPal account. These scammers create web pages using all the same content and logos to mimic the legitimate PayPal site.
