I am totally against these rules. The owner of the registered name is the sole person to make such decisions. He(she) took the financial burden to keep this name and he(she) should make any decisions based on the financial burden he carried. It is like you buy a house and because you do not live there, you cannot be the landlord. This is against our freedom. The second horrible thing is you let a registrar be your partner, is like assigning a real estate agent to make decisions for you( I am sure eventually, they will take the lion share from the transaction while the owner may get pennies), would anyone accept that. These ideas could be from the registrars, who some of them are doing horrible things to get their hands on good domain names (I had that experience). These ideas could be initiated cannot agree with our principle of freedom.

If this happens it would be so great because many a times I wish to suggest some domain to a small business company but I end up finding that the domain is registered and if I go to see that to whom...all that I get is a blank page with some weird message! If ICANN imposes this, it would be very useful to have approprate names to needy ones!
